MS03-026: Security Update for Windows XP (823980) Continually Prompts for Installation in Windows XP

ISSUE: After installing the MS03-026: Security Update for Windows XP (823980) patch in Microsoft® Windows® XP to resolve the NT AUTHORITY\SYSTEM issue, the Add or Remove Programs window does not list that "Windows XP Hotfix - KB823980" has been installed, and Windows Update may continually prompt to install "MS03-026: Security Update for Windows XP (823980)".

Automatic Updates may not report that MS03-026: Security Update for Windows XP (823980) needs to be installed.

If DCOM-KB826369-X86-ENU.exe, referenced in Microsoft Knowledge Base article 826369, is used to verify that the 823980 (MS03-026) security patch was properly installed, it reports that the computer is properly patched with KB823980.

RESOLUTION:

Note: Microsoft Knowledge Base article 319109 may be relevant to the issue. If the following resolution does not resolve the issue, refer to articles such as this on the Microsoft Knowledge Base.

Delete all entries labeled 823980 in the registry and then reinstall the MS03-026: Security Update for Windows XP (823980) file.

  1. Run System Restore to create a restore point.

  2. Delete all entries labeled 823980 in the registry.

    • From the Start menu, click Run.
    • In the Run dialog box, type: Regedit. Click OK.
    • In the Registry Editor window, click to select My Computer on the top of the left-hand pane, and then from the Edit menu, click Find.
    • In the Find dialog box, type: 823980. Click Find Next.
    • Delete each 823980 entry highlighted when the search stops. To delete the highlighted entry, from the Edit menu, click Delete. In the Confirm Key Delete dialog box, click Yes.

      Note: There are typically six entries for 823980 that must be deleted from the registry. The common registry keys that 823980 is found in may include the following:

      HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\ComDlg32\OpenSaveMRU\exe

      HKEY_CURRENT_USER\Software\Microsoft\Windows\ShellNoRoam\MUICache
      HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Updates\Windows XP\SP2\KB823980
      HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\HotFix\KB823980

    • Press the F3 key to find the next 823980 entry. If another entry is found, repeat step e above. If a Finished searching through the registry message appears, close the registry editor, and then continue with step 3.

  3. Clean boot the computer, using MSConfig.

    Note: You must be logged on as an administrator or a member of the Administrators group to complete this procedure. If your computer is connected to a network, network policy settings may also prevent you from completing this procedure.

    • From the Start menu, click Run.
    • In the Run dialog box, type: Msconfig. Click OK.
    • In the System Configuration Utility window, on the General tab, click Selective Startup, and then click to clear the Process SYSTEM.INI File check box, the Process WIN.INI File check box, and the Load Startup Items check box.
    • Click the Services tab.
    • On the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.
    • Click OK, and then click Restart to restart your computer.

  4. Install the MS03-026: Security Update for Windows XP (823980) file from Microsoft. The WindowsXP-KB823980-x86-ENU.exe file may be downloaded from Microsoft, or Windows Update may be used.

  5. Run MSConfig, and return to normal startup.

    • From the Start menu, click Run.
    • In the Run dialog box, type: Msconfig. Click OK.
    • In the System Configuration Utility window, on the General tab, click Normal Startup, and then click OK.
    • In the System Configuration dialog box, click Restart.

  6. Check Add or Remove Programs to verify that "Windows XP Hotfix - KB823980" is listed. Also, check Windows Update to verify that it no longer prompts to install "MS03-026: Security Update for Windows XP (823980)". If the issue is not resolved, Windows may need to be reinstalled.
